Agent Institutions are the entities who are currently in the bill payment, collection and aggregation business and have not got in-principal approval from RBI or have not applied for the same.
Entities who currently offer or who wish to offer bill payment service to its customers through physical (agents, bank-branches, business correspondents etc.) or digital channels (website, Internet-banking, mobile-app, KIOSK, ATM etc.)
All the entities, who have not received in-principle authorisation from Reserve Bank of India to act as a BBPOU or who have not applied may be eligible to become an Agent Institution under the Bharat Bill Payment System scheme
These are the entities that could be on-boarded in the BBPS ecosystem by entities called as BBPOUs.

In case an agent institution is allied with more than one BBPOU, it will submit a request for participation to BBPOU mentioning name(s) of the other BBPOU/s as well.
An agent institution will get access to BBPS application module through a designated BBPOU only. There will be an application for accessing BBPS application module through a designated BBPOU.
An agent institution will submit a list of its sub-agent/s, if they exist, to BBPOU.
An agent institution will make available at least a minimum number of modes of payments at its outlets/ customer service points, as required under BBPS. Modes of payment under BBPS would also be configured as per Biller requirement. In addition to cash acceptance the outlets will have to ensure an electronic mode of payment is put in place over a reasonable period of time, not exceeding one year from the launch of BBPS.

Provide the customer touch points for payment of bills issued by any biller who is a participant in the BBPS will be accepted.
Registration: Facilitate BBPS registration by customers and assist the existing registered customers Complaint Resolution: Help customers in raising complaint and resolve the same with the Customer BBPOU.
The customer should be given instant confirmation of bill payments in accordance with the standards of BBPS.
Payment of bills: Customer should be made aware about actual realization/ settlement cycle for the bills to be paid. Charges: Customer should be made aware about extra Customer Convenience Fee (C.C.F), if any, which customer may have to pay for bill payments. Such charges shall not exceed the maximum amount prescribed by the scheme.
BBPS logo or trademark should be prominently displayed at the collection points as per the guidelines laid down by BBPCU to identify the physical as BBPS enabled Service Point.

In case, the Agent-institution has physical channels like agents, bank-branches or business correspondents, it has to submit a list of theses to its BBPOU.
